Tracy Campbell has written the most important book on our gradual disenfranchisement. It should be read by every conscientious citizen. His thoughtful research into past elections is fresh and very readable, and his account of the election of 2000 reveals the importance of the overseas military ballots for the first time--to my knowledge. It might even explain the President's insistance on sending 20,000 more of our young people into harm's way. The risk to their personal safety is followed closely by the military overseas absentee vote's potential harm to the electoral process. This book should be included in the curriculums from high school civics through to the PhD's. It should become the Bible for reformist political candidates and their staffs. It is set up to be readily accessible with short sections with good captions for the neophyte with plenty left over for the professional practitioner. It completely satisfied my footnote fetish as well!
