Powell, explicitly delineating our immediate perceived fears, because it was blatantly obvious, that America was not prepared, for the recent lethal assaults, on our Homeland.
A similar deterrent was offered to the Intelligence Community, early in the war against Terrorism~ on 9/13/01, however our current government, under the Bush-Cheney Administration, hasn't indicated any concurrence to this strategy, after sitting on it, in excess of two and a half years. This appears to be another case of inaction, on behalf of the Intelligence Community, under the direction & leadership of the Bush-Cheney Administration.
