The book contains seven chapters that might be consulted separately or as a whole, according to the need of the reader. Chapter One discusses the evolution of the water field in Latin America up to about the year 2000. Problems and deficiencies are also included as well as a summary of costs necessary to alleviate the situation at the regional level, as recommended by the new Water Decade (2005-2015), scheduled to be launched by the United Nations. Chapter Two is a summary of the pertinent policies of the Inter American Development Bank (IADB). It is noted that project design must comply with policies established by the lending agencies as well as by local institutions. Policies are similar in all international agencies but it is worthwhile to review them. Chapter Three is a guideline of the criteria, procedures and methodologies to evaluate an investment project. Chapter Four is a description of the different policies and alternatives to provide safe water to the poor in urban areas. Rural area analysis is not included due to the large experience gained in the Latin American region and the prevalence for many years of the Co-Operatives model that has proven to be successful. Chapter Five is a brief review of the institutional models adopted by the public utilities in 12 selected countries of Latin America presented as a representative sample of the whole field, and some additional case studies. Chapter Six is a description of the current types of public sector participation. Chapter Seven is devoted to conclusions and recommendations.
