About the Author

Sir Kenneth Bloomfield is former head of the Northern Ireland Civil Service. He served as principal advisor to three Secretaries of State for Northern Ireland, Victims' Commissioner, first head of the Northern Ireland Higher Education Council, and as a governor of the BBC.
