The report makes a detailed analysis of the state of technology, surveillance and privacy protection in EU countries. In its attempt to show the actual protection of civil liberties, it becomes a useful tool to understand the present conflict between the need of security and the recognition of fundamental rights in modern democracies. Through the comparison among european countries' regulations, the reader is stimulated to rethink about the actual balance between the possesion of civil liberties and the emergency?s reasons.
