About the Author

John M. Scheb served as a municipal judge in Sarasota, Florida, from 1957 to 1959. From 1959 to 1970, he served as City Attorney for the city of Sarasota. In 1974 he was appointed to the Florida District Court of Appeal, second district, a position he held until his retirement in 1992. As an appellate judge, Scheb authored numerous opinions on a wide range of legal issues, and he published articles in JUDICATURE, the STETSON LAW REVIEW, and the TENNESSEE LAW REVIEW. He is also co-author of FLORIDA APPELLATE PRACTICE AND ADVOCACY, Fourth Edition (2005), with Raymond T. Elligett, and AN INTRODUCTION TO THE AMERICAN LEGAL SYSTEM (2002), with John M. Scheb II. Until Judge Scheb served as Senior Judge for the Florida Court System and Distinguished Professorial Lecturer at Stetson University College of Law in St. Petersburg, where he was Distinguished Professorial Lecturer, emeritus. He held the B.A. from Florida Southern College, the J.D. from the University of Florida, and the LL.M. from the University of Virginia. Judge Scheb passed away in 2010. John M. Scheb II is Professor and Head of Political Science at the University of Tennessee, Knoxville, where he teaches courses in public law and the judicial process. Professor Scheb attended the University of Florida from 1974 to 1982, receiving the B.A., M.A., and Ph.D. in political science. Professor Scheb has authored numerous articles in professional journals, including the JOURNAL OF POLITICS, AMERICAN POLITICS QUARTERLY, POLITICAL RESEARCH QUARTERLY, LAW AND POLICY, JUDICATURE, STATE AND LOCAL GOVERNMENT REVIEW, SOCIAL SCIENCE QUARTERLY, POLITICAL BEHAVIOR, and the JUSTICE SYSTEM JOURNAL. He is coauthor of several textbooks, including AMERICAN GOVERNMENT: POLITICS AND POLITICAL CULTURE, Fifth Edition (Kendall Hunt, 2010), AN INTRODUCTION TO THE AMERICAN LEGAL SYSTEM, Second Edition (Aspen 2010), LAW AND THE ADMINISTRATIVE PROCESS (Thomson/Wadsworth 2005), AMERICAN CONSTITUTIONAL LAW, Fourth Edition (Thomson/Wadsworth 2008), and CRIMINAL LAW AND PROCEDURE, Seventh Edition (Wadsworth/Cengage 2011).
