This book does a good job of explaining the mechanics of how to construct a Japanese sentence, which is often a big hurdle for beginners. It focuses almost exclusively on the normal polite level of conversation, the level of conversation used when talking to strangers. Within the limits of what it tries to do, it is clear and fairly effective.

What it doesn't do sufficiently is to show how types of sentences are used in the context of conversations. Most language educators these days prefer what is called a "situational-functional" approach to language learning. One encounters new grammatical constructs in the context of conversations, and learns how these grammatical constructs are used to perform specific social actions-- for example, making a polite request, inviting someone to do something, accepting or refusing an invitation, and so on. This information is not absent in "Japanese Step By Step," but it is not explored in nearly as much detail as textbooks now being used in the classroom, such as Genki, Nakama and Japanese for Everyone.
