Following a chronological account of the UN's involvement in Kosovo, the authors (both of whom served in the UN Mission in Kosovo--UNMIK) assess the international community's performance, judging it to be a severe disappointment and forecasting ethnic division, endemic crime, non-inclusive politics, and a dysfunctional economy. Examining the causes of this failure, they argue that UNMIK neglecting soft power by putting local politicians in charge of education, failed to properly regulate the media, used hard power ineffectively due to risk-aversion, and failed to understand the nature of Kosovo's ethnic divisions.
