Under this last and only reasonable conclusion this section of the act of 1814 could have had no further purpose than to extend the rule of promotion to which legislative sanction had been given by the act of June 26 1812, to other forces; and the expression through the whole Army could have had no broader meaning than thus to include for this purpose all of the forces organized under the several acts passed during the war.
