Excerpt from Workmen's Compensation Commission: The Certification of Financial Ability of Employers
The Compensation Act provides, therefore, in the section above quoted, that an employer who would take advantage Of its pro visions shall take certain steps calculated to secure to the em ployees the satisfaction of any award which may be granted. It is, of course, inevitable that in the future, looking back over a term of years, instances will be found where human foresight has failed and where some employee has been unable to collect his award. The intent of the Act, however, is that this chance shall be reduced to a minimum and that every effort shall be made to avoid a result which would work hardship and injustice to the employee.
