Modesitt takes what might have been a simplistic juxtuposition of a theocracy against modernity, and turns it instead into a fascinating rendition of morality and human nature, set against a fabulous backdrop of science fiction. Rather than serving as one-dimensional set-pieces designed for the purpose of presenting a certain viewpoint, his characters are fascinating in and of themselves, allowing the reader to see each side of a question without forcing the issue.
