I also want to acknowledge the presence of other fine leaders, Ruth, as well as others, who have joined with us this morning to bring their concerns about the constituents that they represent. So we want to thank all of our witnesses for coming and discussing this important issue.
The fact is that this is an issue that is not just pertinent to New York City. It is an issue that we have faced up in Massachusetts, that homeowners, single-family homeowners have faced in most major States throughout the country. We have seen over the course of the last several years what had taken place in the mid and early l98o's, which was a phenomenal runup in the value of homes. As a result, people, as Ruth just mentioned, were encouraged to go out and purchase homes as a tremendous investment opportunity, and something that really is the basis of the American dream.
