The Witness Security Program was created by Congress under the Organized Crime Act of 1970. It was designed to protect wit nesses who testify against traditional organized crime figures. More recently, the purview of the program was expanded to include major narcotics organizations, prison gangs, and violent street gangs. The goal of this program was to allow witnesses to come for ward with information against major leaders of organized crime without fear of retaliation.
