Excerpt from Speech of Hon. Justin S. Morrill, of Vermont: In the Senate of the United States, April 26, 1876
Mr. President: The measure I have called up to -day has for its object the aid of common schools and some further assistance to the national colleges. Other proposition's are pending, both here and 111 the other House, in relation to this subject; but with all earnest men, if the leading purposes mentioned can be secured, the details will be of minor importance.
I start with the proposition that all of our public lands, which are hereafter to be sold and are not called for as free homesteads, should be held exclusively for educational purposes - purposes that tower high above and dwarf all others. Should any exception to this rule ever be suggested, let it then be considered on its merits.
