This will be based on the foundation of the League of Nations7 which will. Above all, enforce obligatory inter national arbitration, conciliatory proceedings to prevent war, the freedom of the seas, sanction of the dicision of the international Tribunal, the uniform diminution of armaments, the popular will to be respected in foreign attairs.
