Excerpt from Twenty-Sixth Annual Report of the Receipts and Expenditures of the Town of Rochester, New Hampshire: For the Year Ending December 31st, Nineteen Hundred and Seventeen
Bonds to be retired this year, it will be necessary to raise this amount in addition to our appropriation. The School Department. Having asked for more money, you will readily see that our tax rate will materially increase if all these demands are complied with.
Section 1 of Chapter 28 of the City Ordinances requires that all departments. Shall obtain a requisition from the Purchasing Committee for the purchase of supplies. Dur ing this year I shall insist that all departments comply with this rule and that the requisition shall be returned with the bill for the goods when it is sent to the city clerk'. I would suggest that the heads of the different departments and their committees shall meet and determine the amount needed for each department and submit them to the Finance Committee at an early date.
