Excerpt from Fifty-Fourth Annual Meeting of the Maryland State Teachers Association, 1921
We need to bring education to the people of the State through every school. No school can exist without the other schools. The rural school, the high school, the college, and the university, all depend upon one another and all are necessary. We will have to develop the junior college system all over the State in many different centers, so that the boys can get their training as near home as possible, and then bring them to the university.
