Law Boards, Commissioners and Parochial Committees, have Pk been in SO many cases called upon to do duties which properly belong to the already existing parish vestry or municipal borough, that there is danger of losing sight of that wonderful machinery of local self-government which has made England so powerful in her national government. To concentrate within a small compass one definite portion of local government insti tutions is an undertaking, therefore, not unfitted for the work of the index society.
