Synopsis
Das Hartwell-Papier beschreibt und reflektiert den Zusammenbruch des UNFCCC/"Kyoto"-Modells und erlautert die Chance fur eine neue Klimapolitik. Es ist das Ergebnis eines von der London School of Economics (LSE) im Februar 2010 einberufenen Treffens. Die Autoren schlagen vor, das Prinzip der Menschenwurde zum Leitgedanken unserer Bemuhungen zu machen, mit folgenden Zielen: Alle erhalten Zugang zur Energie, die wesentlichen Funktionsablaufe des Erdsystems sind zu erhalten, und unsere Gesellschaften sind darauf vorzubereiten, den Risiken und Gefahren zu begegnen, die mit den Wechselfallen des Klimas verbunden sind. Das Hartwell-Papier erklart radikale und praktikable Wege zur Reduzierung der von Menschen verursachten, nicht-CO2-basierten Klimaveranderungen, es erklart die politischen Voraussetzungen von Energiesparstrategien und zeigt auf, wie reale Emissionsreduktionen zu erreichen sind. Vor allem aber betont es das Primat einer beschleunigten Entkarbonisierung der Energieversorgung.
