As we can see from reading the summary of the provisions of law and the way they have been interpreted, that basic policy is not very clear and coherent. So I think that is something that needs to be addressed. And then this issue of enforcement is, I think, at the heart of the problem here, and I am going to look forward to the opportunity to hear suggestions on how we deal with that.
