Keith Laybourn takes issue with those who have painted an over optimistic picture of Britain between the wars, emphasizing that unemployment was the dominant issue in 1918-1939, when unemployment was rarely less than a million. This created problems at every level of society during the "locust years", when Britain survived on the breadline.
