This is the best book about declining runs of wild salmonids on the West Coast. The author is a graduate of Harvard and Yale Law School. He delves into the political mismanagement of salmon runs. His conclusions (backed up with hundreds of footnotes) are startling and will leave rabid environmentalists gasping for air. He lays blame where due and makes logical recommendations. Common sense is his ally. I don't agree with everything he says, but I find it a very refreshing book for its excellent insight into what's wrong and how to fix it!
