"In this history of the German Independent Social Democratic Party, Morgan argues that it was the two Social Democratic
parties, and not the workers and soldiers councils, that were the political basis of the revolutionary regime in Germany after World War I. While Morgan is very much aware of the political theories of the Social Democrats and therefore sensitive to the problem of the relationship of theory to practice, such discussions take second place to the day-to-day struggles of incisively portrayed persons within a particular political environment. Excellent tables at the end giving voting percentages for the Socialist Parties in the national elections complement the general argument. An annotated bibliography completes this fine study.
