Excerpt from Tenth Annual Report of the City of Rochester, New Hampshire: For the Year Ending December 31st, 1901
It seems to have been the will of the people, not my will or desire, that I stand here before you as your mayor for the third time. I have accepted the trust, conscious of the serious responsibilities imposed. I go before the people upon the record of the past. That record is spread in the official books and publications of the city, and is open to all, and cannot be changed by the unmerited praise of friends or assault of malice.
