Excerpt from The Meaning of Tariff Reform
If it be urged that the hour is late for an introduction to Tariff Reform, I reply that justification lies in the lack of general appreciation that the underlying principles have hitherto met with, at the hands of a much-exploited public. This, too, in spite of all that has been said and written upon the subject; and in spite of all the votes that were cast in favour of it at the last election. Indeed, one cannot, but suspect that many of these were the result of a traditional sense of party obligation, rather than the outcome of a sound appreciation of the policy on its merits.
