Excerpt from The Measurement of Silent Reading
This is that although one-fourth of the men could not read well enough to take tests based on reading, this deficiency was not caused by their never having learned to read. The fact is that an overwhelming majority of these soldiers had entered school, attended the primary grades where reading is taught, and had been taught to read. Yet, when as adults they were examined, they were unable to read readily such Simple material as that of a daily newspaper.'
