To the Honorable General Assembly of Maryland: The Commission appointed pursuant to the ordinance of the Mayor and City Council of Baltimore, approved November 24, 1897, to draft a new Charter for the City of Baltimore, here with, as directed by said ordinance, respectfully submit the result of their labors.
