About the Author
EBERHARD BOHNE holds the Chair for Public Administration, Policy and Law for Environmental Protection and Energy at the German University of Administrative Sciences Speyer, Germany. He was previously head of the General Law Division of the Federal Environment Ministry. He is also Co-Chairman of the Transatlantic Policy Consortium, a network of US and European Universities in the field of public policy and administration.
