Excerpt from Two Lectures on the Present American War
Secondly, that when a revolted province or colony has succeeded in establishing its independence, and has ao quired an organization sufficient for the discharge of ordinary international duties, foreign nations are entitled to recognise it as independent, though unacknowledged as such by the parent State. The time has not come, and perhaps may not come at all, for the practical ap plication of this principle to the so-called Confederate States; but the consideration of it, under existing cir cumstances, can hardly be deemed premature.
